If the windscreen is double glazed then the only thing I can think of is that it is condensation (due to it not being sealed properly). Someone could hopefully back me up on that though!

Its the plastic sheet between glass panes to stop it from shattering, very notorious on those types of screen. The bus itself is a pig, shows oil pressure problems, cuts out and generally misbehaves but when on diagnostic computer shows no problems.
